Willis, in part: "You are authorized to say that the Executive is very anxious to grant becoming recognition to Captain Heintz. I feel that it is due him and I hold him in such high esteem personally that I shall find pleasure in making a suitable bestowal of appointment. It is impossible, however, to make Captain Heintz Commissioner of Internal Revenue. I could not be justified in placing this appointment in Ohio when there are so many other states without recognition in the way of high-class appointments. You are doubtless aware that I am already criticized by the tendency to see Ohio before all other states when matters of patronage are before me. I am trying to do the thing in a considerate way, and a little later on will find some acceptable recognition of the services of Captain Heintz."
