韩敏，浙江杭州人。1929年出生，幼承庭训，耽心翰墨。曾任上海人民美术出版社创作员，从事连环画、年画创作，上海市第九届政协委员，上海书画研究院院长。现为中国美术家协会委员、上海市美术家协会理事、上海文史馆馆员。作品多次参加国内外重大展览，先後赴新加坡、澳门等地举办个人画展，影响广泛。1952年起在上海人民美术出版社从事连环画创作 。擅长连环画，作品《郑板桥》参加第六届全国美展 。
