辽阳陈家屯（现鞍山陈家台）人。姓撒哈拉氏，字镜泉，蒙古正黄旗。光绪辛卯科优贡生，朝考一等，钦点即用知县。光绪癸巳恩科举人。历任吉林府审判厅推事，长春府地方审判厅推事，宣统三年补授绥远州知州。民国后，历任奉天省议会议员。能书善文，在辽阳流传的碑书颇多。 钤印：许氏春瀜（白文） 款识:朱柏庐先生治家格言 乙卯七月录奉
