Very light spotting, three perforations at left margin from earlier binding, light toning at upper margin.The Third Congress extends the original 1790 act providing funds for what will become the State Department, declaring "That a sum of one million of dollars, in addition to the provision heretofore made, be appropriated to defray any expenses which may be incurred, in relation to the intercourse between the United States and foreign nations."
