中华革命党是中国国民党的前身，1914年由孙中山成立于日本东京。该党在海外募集革命经费时，曾发放“革命公债”，作为筹款的收据凭证。与此同时，财政部向捐赠者颁发捐认债券有功章，计分三等：凡认满债券一万元者颁发一等有功章（金质），满一千元者颁发二等有功章（银质），满一百元者颁发三等有功章（铜质）。
