字柏侪，山阴(今绍兴)桑渎村人，寄籍直隶宛平。清道光十二年(1832)进士，改翰林院庶吉士。历国史馆协修、纂修、总纂，后外补河南道监察御史、四川道监察御史、云南临安知府，升迁贵州按察使、云南布政使、云南巡抚、兵部右侍郎、都察院左都御史、刑部尚书等官职。职掌刑部十余年，在刑部尚书任内，曾主审“杨乃武与小白菜”一案，平反大狱，执法公平，他的名声在当时很大。光绪八年(1882)卒。加太子少保衔，赐祭葬，谥文恪。
