This painting originally appeared on the Republic of the Marshall Islands The 20th Century series 60c State of Warfare Becomes Global stamp issued November 16, 1998. On June 22, 1941, more than three million German troops crossed the Russian border in a deliberate betrayal of the 1939 non-aggression pact between Hitler and Stalin. Six months later, on Sunday, December 7, 1941, without warning, hundreds of Japanese planes attacked America's Pacific Fleet anchored in Pearl Harbor. The Arizona was completely destroyed with a loss of more than 1,100 men. Torpedo bombers sank the Oklahoma, California, Nevada and West Virginia, and damaged the Maryland, Pennsylvania and Tennessee. The following day, President Roosevelt declared December 7 to be "a date which will live in infamy." That same day Congress declared war on Japan, and Germany and Italy responded with declarations of war on America.
