This painting originally appeared on the Republic of the Marshall Islands 60c Balfour Declaration Proclaims Jewish Homeland stamp issued October 15, 1997. The Balfour Declaration dramatically changed the political map of the 20th century. Lord Balfour, British Secretary of State for Foreign Affairs, wrote a letter to Lord Rothschild, a leader of British Jewry, on November 2, 1917, saying: "His Majesty's government views with favour the establishment in Palestine of a national home for the Jewish people . . ." When World War I ended, Great Britain obtained a mandate over Palestine. The Balfour Declaration was included in the mandate and, on July 24, 1922, it was written into the League of Nations mandate. In 1939, Britain recommended a cap of 75,000 further immigrants to Israel and an end of immigration by 1944.
