潘洁滋 (1915年10月27日—2002年8月10日)，浙江武义人，中国著名工笔人物画家。1932年入北京京华美专，师事吴光宇，徐燕孙，专攻工笔重彩。1936年毕业从事美术教育。1945年到敦煌临摹壁画。 1949年在上海军管会文艺处美术场工作。1951年调北京中国历史博物馆，并参加敦煌文物展览和壁画修复工作。1956年主持山西永乐宫壁画修复工作。中国美协理事，美协北京分会副主席，中国工笔重彩画会会长。
