The shutter dial can’t be set to any other shutter speed. Also the second shutter blind is missing as it should be. Please refer to James L. Lager Volume I on page 162. The body is made in 1939, the attached Xenon 1.5/5cm produced in1938 is a nice match to this camera. The camera has been delivered to Perrot, Biel on August 4th, 1939. All in near mint condition and good working order.
