林福全1963年生於台北，台灣師範大學美研所繪畫創作理論組博士，1988年國立台灣師範大學美術研究所碩士。「體察生活，真心體悟」為林福全的創作思維，藝術是人類生命活動歷程中最真誠也是最重要的紀錄。他認為藝術創作不僅是表達個人情思的產物，更是個人的價值觀、生命經驗、處世態度、審美趣味，因此生活中的人、事、物細微的體察與真心感悟都投射在創作之中。
